Packer House Inn was the home of Dr. Nelson Packer, a renowned Civil War surgeon who came to Wellsboro in 1838. He and his wife, Mary McDougall, had one son – Horace – who served in both the Pennsylvania and U.S. legislatures at some point during his life.
The Horace B. Packer Charitable Foundation was a prominent Wellsboro benefactor. The Horace Packer Foundation funded the construction of Packer Park and Pool in Wellsboro.
The Foundation also gives money to Mansfield University students and has given over $2 million to deserving Tioga County organizations between 2000 and 2010.
